THE ALL-INDIA COMMERCIAL ASSOCIATION AUTHORITIES, BOARD, SENATE FACULTIES, COMMITTEES, DEPARTMENTS, MEMBERS AND OFFICERS
Syndicate of the Association:
The Syndicate of the A.I.C.A shall act as the chief directing and governing body of the association in all spheres of functions and actions.
The Syndicate shall have the powers to review the acts and functions of all Bodies save the functioning of the Board of Committees of officers as provided by the Constitution of the association.
The Working Syndicate af Executive Council of the A.I.C.A.
The Syndicate, acting through the General Secretary, may appoint the Wkg. Syndicate or Executive Council of the Association under the authority of the General Secretary with such powers, rights and duties as may, from time to time, he determined by the General Secretary. The terms ‘Wkg. Syndicate of Executive Council are inter- changeable terms referring to the same Body The Wkg. Syndicate of Executive Council shall be the Executive Body of the Association and its constitution and terms of office of its members other than the Ex-Officer member shall be determined by the General Secretary for all its action. The General Secretary may recommend of after have amend of direct or abrogate or delete of veto all or any of the decisions or actions of the Wkg. Syndicate of Executive Council. The Wkg. Syndicate shall have the powers to review the acts and functions of all Bodies save the functioning of the Board of Governors and of such other Boards of Committee of Officers as provided by the Constitutions of the Association. The Constitution, terms of appointment, powers, rights and duties of the Wkg. Syndicate and its members shall be determined by the General Secretary in its constitutions and Memorandum of Appointment as provided is Schedule I.
The Wkg. Syndicate will appoint and constitute the Academic Council of the Association and shall subject to the control of the Registrar, be responsible for maintenance of the standard of instructions. Education and Examination and shall exercise such other power and perform such other duties as may ;be conferred by ;the Registrar or by the Board. It shall have the right to advise and recommend to the Executive Council on all “Academic matter. The constitution of the Academic Council and term of Office of members, other than Ex-officio shall be determined by the Registrar. The Academic Council shall have powers to review the functioning of all bodies and officers constituted and appointed by it, save as conferred by the Constitution of Association.
The Members of the Wkg. Syndicate of the Association, the principal of Colleges and the Honorary Authorized official Representative nominated to Membership of the Senate, will constitute the Senate of the Association. The Senate will advise the academic Council and the Wkg. Syndicate as regards functioning Course of Studies , Methods and Systems of Education, College conduct, Students Enrollment and such other matters as may be prescribed from time to time by the Board of by the General Secretary.

The powers and duties of the Officers of the Association the term for which they shall hold office, their functions, other than those appointed by the Constitution of the Association and by ;the Syndicate of the Association and Board of Governors of the Association shall be provided by the Wkg. Syndicate. The Wkg. Syndicate may entirely at its discretion, decide to hold the office vacant or to appoint additional officers of the Association as it may deem fit, subject to the provisions of the Constitution of the Association.
Committees to be appointed by the Syndicate:
The Wkg. Syndicate may, under the preview, appoint:
The Membership Committee
The Exemption Committee
The Examination Committee
The College Control Committee
The publication Committee and such other Bodies or Committee or Board as may, from time to time be determined by the General Secretary.
COMMITTEE TO BE APPOINTD BY THE FINANCE COMMITTEE:
The Finance Committee under its purview may appoint the Accounts Committee and such other Bodies of Committee as may, from time to time be determined by the General Secretary.
Syndicate and General Secretary to Determine Appointments:
All or any of the Authorities or persons or Bodies or Committee of Officers may at any time ,
as may be felt necessary fit to so appoint be appointed, nominated, elected or abrogated, relinquished, discontinued, dismissed entirely at the sole discretion of the Syndicate of the Association, the General Secretary of The A.I.C.A or of the Constituting or Appointing Authority, as the case may be . The officers of the Association and Authories of the Association shall fill in the office till and upto the time period for which they are so appointed, nominated of elected or in any other ways constituted.
Vacancy if Caused or kept Vacant by the Association :
In the event of the post of an Officer of the Association being vacant the officer next in hereby and/or authority shall assume the working of such officer as well fit such time the vacancy is filled in by the respective authorities. The Board may, at any time, feel fit to appoint or to dismiss or to abrogate or to deep vacant any of the office or authorities of the Association and the decision of the Board in this respect shall be final.
General Secretary in have Chief Directional powers:
The General Secretary of The A.I.C.A. will have the chief directional powers over the overall functioning to the Association and all its bodies in accordance with the terms of appointment provided by the Syndicate of The A.I.C.A and shall have powers to review, amended , after, abrogate. Veto or delete action and functions of all or any of the Boards or Committee of Officers of the Association save the functions of the Syndicate and such other bodies or officers appointed by the Constitution of the Association. The General Secretary shall be the Ex officio of all or any of the Board of Committee or Sub Committee of the Association.
Registrar of Act as Secretary to the Board:
The Registrar shall act as secretary to the board and shall have powers, rights and duties as provided by the constitution of the association part from the various executive Duties ,he shall also exercise powers for conduct of examinations and issue of certificates,Licences, and diplomas and general supervision and control of studies and research and to establish and maintain contact with the government and other bodies and Institutes and such other powers and duties as may be conferred upon him from time to time by the board. The registrar shall be ex-officio member of all authorities or bodies or committees or sub committee appointed by the Association.
The Board or syndicate may appoint same person to hold two or more offices.
The syndicate or any of the authorities of the association may, entirely at the their discretion, appoint the same person or committee or board to have dual charge and dual responsibility of two or more of the boards or committees or officers or authorities of the association and in such event, the persons or authorities or officers or committees so charged shall have the powers, rights and duties of the other bodies or authorities or officers as provided by the association. Secretary, working syndicate main executive
functionary and co-ordinating officers.
The secretary of the wkg. Syndicate shall be the main executive functionary and co-ordinating officer of the association in all spheres of activities and functions of theassociation under the express control of the General Secretary, Registrar, Board of governors, syndicate or executive council and shall act under the authority of the general secretary he shall be ex-officio member of all committees and boards constituted or appointed by the constitution. The secretary shall derive his powers, rights and duties from the general secretary from the wkg. Syndicate or executive council and shall be answerable to them for all his functions.
Boards of Governors :
The overall Management and general functional of the Association vests with the Boards of Governors. The Board basic and major decisions on the functioning of the Association will be made by the Boards of Governors.
The day to day management and the framing of rules and regulations vests with syndicate of the Association being the general functioning of the association.
General Secretary :
The General secretary of the A.I.C.A. is the chief directing and executive officer of the Association. He shall be the ex-officio member of the council, committees, sub-committees and have powers in addition to the powers, rights or duties provided in forgoing clauses, to constitute, appoint terminate or abrogate dismiss, cancel all or any of its bodies and to attend the meetings of these councils or committees or sub-committees or bodies as an ex-officio member with right to amend alter, review, recommend direct or abrogate, veto or delete all or reject any of the resolutions or action so such councils or committees or bodies.
The secretary /Registrar is the chief administration of the Association in terms of the constitution of the Association. He shall be the chief administrative Head with powers to appoint, nominate, dismiss or terminate all or any of the officers, or authorities of the Association appointed by him including the administrative functionaries of the association and determined their terms of appointment, conditions and service rules as the case may be. He shall be an ex-officio member of the academic council and of bodies and committees, boards or authorities constituted thereunder. The powers, rights and duties of Registrar are also provided in foregoing clauses and the constitution of the Association and will be exercised as such.
Co-ordinating Executive :
The co-ordinating executive is the chief co-ordinating officer of the association with respect of departments committees, sub-committees, council and bodies of the Association. He shall be the ex-officio member of all committees sub-committees boards, or bodies appointed with rights to review, abrogate, veto or delete all or any of the actions or resolutions of such committees or bodies or boards as the case may be.
Convenors or council, boards, committees or bodies constituted by the Association:
The convenors of the committees , sub-committee councils, Boards and syndicates shall be named in the memorandum or resolution of appointment and constitution of such bodies.
(i) The convenors shall act as secretary to such committees or / and also as chairman where the chairman is not expressly appointed and shall convenue committees, boards, councils, syndicate, authorities and their meetings maintain and keep day to day records of functioning of such bodies and submit their reports of such bodies to the appointing authorities or to the board or syndicate as the case may be as and when required.
(ii) The Convenors shall hold office in terms of the memorandum of appointment and be responsible for effective functioning of the bodies in terms of the constitution and memorandum or resolution of appointment o such bodies and hold office in terms therewith, till such time as may be provided or and their terms of appointment can be re- determined or altered or abrogated or cancelled or reviewed by the General Secretary or by the appointing authority.
(iii) The convenors shall seek clarifications or directions from the General Secretary with respect of their functioning and of the functioning of their respective bodies.
Management of the Association vests in general body of the All India Commercial Association , New Delhi.
The General Secretary of the A.I.C.A is chief directing officer of the Association.
The senate of the Association constitutes the members of the syndicate, authorities of the Association, fellow of the A.I.C.A, Honorary authorized official representative and principals of the college having permanent constituent with the association so appointed by the executive council. The senate is the chief advisory body to the syndicate and academic council of the association and is authorized to meet as and when felt expedient at any place or region as felt necessary. The senate will make recommendations to all officers, authorities, bodies, committee and sub committees with respect to all aspect of the functional of the association.
The executive council will issue list of members of the senate periodically, amend the list entirely at its discretion, from time to time and the persons so constitute and amended, altered or deleted or added to the membership of the senate will constitute, the senate of the association.
The list of members constituting the senate appears in schedule IV to the calendar as at present and as may, from time to time, be amended by the executive council.
Faculties and Deans of faculties:
All member of the faculties and deans of the Association unless so expressly provided are Honorary Members of these faculties elected by the Academic council.

THE AUTHORITIES AND OFFICERS OF THE A.I.C.A.
The Board of Governors :
The Board of Governors is the Statutory Body elected by the Members of the Association. This is the supreme Authority of the Association and shall act exercise all powers provided by the Constitution and also such other powers, rights and duties as May be conferred upon it by ;the Members, The Board has the powers to review the acts of all of the officers of the Association save as provided by its Constitution.
Syndicate of Association
The Syndicate of The A.I.C.A. shall act in consultation with the Board of Governors. This is the chief director and Governing Body in all spheres of functions next to the Board of Governors. The Syndicate shall have the powers to review the acts and function of all bodies or Committee or Officers or Authorities save as provided by the Constitution and of the Board of Governors.
Working Syndicate of Executive Council :
The Wkg. Syndicate or executive, Council of The A.I.C.A shall be appointed by the Syndicate, acting through the General Secretary and shall exercise all powers, rights and duties conferred upon it by its Constitution and Memorandum of Appointment under the express authority and control of the General Secretary who shall be the ex – officio Member with powers to recommend or alter or amend or direct of abrogate or delete or veto all or any of its decisions. The Wkg. Syndicate or the Executive Council shall have powers to review the acts and functions of all bodies save functions of the Boards of Governors, the syndicate the General Secretary and such other Boards or Committee or Officers as provided by the Constitution. The Wkg. Syndicate or the Executive Council may appoint, nominate, constitute or elect various Committee, The Colleges Control committee, the publications Committee, the Director of Studies, the Executive Heads of Various Departments and Convenors of various functionary committees and such other bodies of officers or authorities to conduct day to day functions of the Association and shall regulate, control, direct and review the functioning of these authorities so appointed.
The Syndicate, acting through the General Secretary, may appoint the Finance Committee of the University to attend to, budget, release, realise, regulate and in such manner to ensure due and proper realisation and utilisation of funds of the Association under the authority of the General Secretary and shall function in terms of the Constitution and Memorandum of Appointment directed by the General secretary who shall be the ex-officio Member of the Finance Committee and shall have powers to recommend or amend or veto or abrogate or review of any actions or decisions. The finance Committee shall exercise recommendatory and directional powers over all Convenors of Committees or Boards or Sub-Committees or Authorities or officers or Head of the Departments and convey its recommendations to the Wkg. Syndicate Or the Executive Council by way of Finance Committee’s directions and reports forwarded in the meetings of the Wkg. Syndicate or the Executive Council to be noted for action by all concerned. The committee may constitute, nominate, appoint, or elect Committees or Boards or Officers in General under the authority of the General Secretary and in particular, the Accounts Committee, as may be felt necessary; from time to time to regulate the financial structure, apportionment of funds of the Association and will regulate, control direct and review the functioning of such bodies of committee officers so appointed.
Academic Council :
The Wkg. Syndicate will appoint and constitute the Academic Council which shall be the academic Body of the Association and act under the control of the Registrar with such power, rights and duties as may be entrusted thereto by the Wkg. Syndicate in its Memorandum of Appointment and Constitution. The Academic Council is the chief Academic Body of the Association and shall be responsible for maintenance of the standards of instructions, Education and Examinations and shall regulate and control systems and methods of coaching and studies, It may appoint various committees, sub-committees, or Boards to regulate and conduct the academic functioning of the Association in general and, particular, the Examinations Committee, the Board of Paper setters, various faculties and Heads of the respective Academic Departments, such other Bodies of Committees or Officers as may, from time to time be felt necessary for ;conducting the academic affairs of the Association under the authority of the Registrar.
The Senate, its Constitution, Powers and Duties and Officers of ;the Association :
The Senate shall consist of the Fellow of The A.I.C.A. so elected by the Syndicate, The Power, rights, duties, land constitution of the Senate has been provided in foregoing clauses.
The vice-chancellors :
(I)The Syndicate may elect or nominate a person interested in the activities of the Association as the Vice -Chancellor who shall save as herein otherwise provided, hold office for three years, and shall be eligible for re-appointment.
The Vice -Chancellor shall preside over the Convocation and meetings of the senate; The Vice – Chancellor shall be responsible for the proper administration of the Association and shall :
(a) Preside over the Convocation and meetings of the Senate;
(b) Convene the Senate
(c) preside when present at the meetings of the Syndicate and exercise such other powers as may be conferred on him by the Rules.
Fellows of The A – I. C. A. :
(v) The Fellows of The A.I.C.A. will be entitled to elect as members of the Senate. The Senate shall consist of.
(l) The Vice –Chancellor,(ii) The Registrar,(iii) All Heads of Commercial Colleges of Institutions recognized by the Association, so elected, (iv) Members of Syndicate will be Ex-Officio Members of the senate.
The list of the Officers of the Association in order of seniority and precedence has been provided in foregoing clauses. The Vice – Chancellor, the General Secretary and the Secretary/Registrar shall be appointed by the Board of Governors in Consultation with the Syndicate and their powers, tights, duties, terms of office will be determined by the Memorandum of Appointment and Constitution.
Director of Studies Chief Academic Advisor and Deans of Faculties.
(vi)The Director of Studies and Chief Academic Advisor and the Deans of Faculties will be appointed by the Wkg. Syndicate of Executive Council is Consultation with the Academic Council under such term & conditions as specified in their Memorandum of Appointment.
Any Office may, kept vacant :
Any of the Office of Authority may be kept vacant at the discretion of the Board or Syndicate or Wkg. syndicate of the Executive Council or the Academic Council or the General secretary. In the event of such Office being kept vacant, the Officer or Authority next to the line of Authority or seniority in accordance with the list of authorities shall hold the responsibility to function in the office of authority so kept vacant unless so otherwise determined expressly by all or any of these bodies.
Honorary Capacity :
All officers or authorities of the Association shall so act in Hony Capacity Provided they shall be entitled to be compensated for the expenses actually incurred in due discharge of their duties or functions and he entitled to such meeting Fees or Travelling Allowance etc. as may be determined by the General Secretary, unless expressly provided otherwise in the Memorandum of Appointment.
Officers/Authorities can be hold Dual/More Charges/Offices:
Any of the Authorities or Officers may be charged with dual responsibility and may hold Two or more offices or authorities and in such event they shall hold the charges and portfolios to directed and perform the functions of such offices or authorities in addition to their own office or authority. the terms of office, the rights , powers, duties and obligations shall be conferred upon the officers and authorities in the Memorandum of Appointment and such officers and Authorities shall hold such office or Appointment and perform their duties in accordance therewith for such time as may be so directed.
Control, Regulation and Review :
The Board of Governors the Syndicate, the General Secretary, The Secretary/ Registrar and/or the Appointing Authority of all officers or authorities or Boards or Committees or Sub-Committees shall have the powers to control, regulate direct, recommend, review or abrogate, veto or delete or reject any of the actions of the authorities, officers committees or Sub-committees etc. so appointed and may entirely at their direction, dismiss or cancel or terminate the functioning or services of officers of authorities so appointed.
The Members of the syndicate of the syndicate of the association the general secretary, the secretary/Registrar shall be ex-officio members of all committees or bodies or sub-committees or appointments made by the association wit rights to attend, to intervene, deliberate, vote or actively participate in all or any of their meetings and shall be ex-officio members of such committees or boards or sub-committees or authorities as the case maybe.
Faculties Deans of faculties :
The list of faculties and deans of faculties and Head of departments has been stated in foregoing clauses. All faculties and deans and heads of department shall be appointed by the wkg. Syndicate or the executive council in consultation with academic council on such terms & conditions as stated in their memorandum/Resolution of appointment or as may be amended thereafter.
(i) All Deans and Heads of department shall held Honorary positions. They shall, however, be entitled to be reimbursed for expenses actually incurred in discharge of their duties and such meeting fees and travelling allowance as may be permissible unless so otherwise determined by the appointing authority in the memorandum/Resolution of Appointment.
